Community Storm Shelters

Programs that provide temporary shelter in facilities that are designed or retrofitted to withstand tornado or hurricane force winds and sited away from potential debris hazards for people whose own homes or workplaces may be unsafe in extreme weather events. Included are single-purpose, stand-alone facilities specifically built as severe storm refuges and multipurpose buildings such as schools and hospitals with pre-identified safe areas that are opened to the public during severe weather.

Emergency Law Enforcement Support

Federal and state organizations that provide support to local law enforcement agencies if their resources are overwhelmed. The state National Guard may be mobilized by the Governor at the request of local authorities. Federal troops may be used when state and local law enforcement resources are exhausted, and are mobilized when the Governor submits a request in writing to the Attorney General of the United States. Services may include police units that are trained in handling large crowds and riot situations; SWAT teams that specialize in high-risk situations requiring special tactical skills; law enforcement dive teams that are used to recover evidence, drowning victims or lost vessels; patrol dogs that help to apprehend offenders, detect intruders, find lost children or handle other police work; and canine units that are trained to detect cadavers, explosives or narcotics.

Post Disaster Electrical Power Restoration Teams

Teams of electrical services workers that coordinate and support the ability of energy producers to quickly restore electrical power to affected areas following a disaster or other emergency that has created outages. The teams are usually activated through power company mutual aid agreements. The assignment of personnel and equipment are dependent upon availability of the releasing mutual aid partner, and have an agreed timeframe for the release of these resources. The host recipients provide or assist with accommodations for the duration of the team stay. Members must have the experience and financial capabilities to support equipment and personnel and maintain operations for an indefinite period of time. Essential customers such as hospitals, power plants, water plants, wastewater treatment plants, wastewater lift stations, law enforcement and fire stations generally receive priority.
