Subdivision Regulation

Programs that are responsible for developing and implementing subdivision regulations which establish standards for residential and commercial lots, roads (rights-of-way), parkland dedication, drainage and utility easements, and how city services will be extended to each lot. Subdivision regulations eliminate the need for excessive public expenditures by making the developer responsible for the installation of basic public facilities before the recording and sale of lots; and help to conserve natural, scenic, historic and recreational areas. The ordinance generally states its statutory authority, its jurisdiction and its relation to the general plan; and includes a description of the application and approval process, enforcement measures, minimum design standards, minimum infrastructure improvements, acceptance and guarantee of improvements, and violations and applicable penalties. The purpose of subdivision regulation is to implement the provisions of the jurisdiction’s general plan, provide for orderly growth, ensure an accurate legal description when dividing a large parcel into smaller lots for sale and confirm that all necessary infrastructure improvements meet established construction standards.

Zoning

Programs that establish and enforce zoning regulations which classify land within county, city or other municipal jurisdictions for specific agricultural, residential, commercial or industrial uses; and which evaluate, establish rulings upon and hear appeals regarding exceptions to zoning regulations.
